You're almost right. The stadium is three quarters empty today, because there is less spectators. But instead of paying important salary for good players, the club would rather trust the young players who come from the formation center. Of course now the club recruited some good players (Proment, Lejeune, Johann Carrasso) to go up, but the club is always under a salary cap.
